APO and Ferry Staff Team Up to Help Stranded Ocean Sunfish Return to Sea]]></title><link>https://english.doed.gov.taipei/News_Content.aspx?n=5BF7C75C6F31E455&amp;s=01231B8FEB479297</link><description><![CDATA[<p id="isPasted">A giant fish was reported trapped at Guandu Pier in Taipei&rsquo;s Beitou District on February 5, 2026. An Ocean Sunfish (also known as a Mola mola) became stranded and deeply stuck in the silt at the pier, assuming it was unable to return to the open sea before the tide receded. Upon receiving the report, the Taipei City Animal Protection Office (APO) immediately coordinated with relevant authorities and dispatched&nbsp;rescue team members&nbsp;to the scene. Working together with dedicated ferry staff, they completed the rescue mission, allowing the&nbsp;fish&nbsp;to return safely to the ocean.</p><p>The APO stated that when the&nbsp;rescue team members&nbsp;arrived, a helpful ferry worker had already stepped into the mud to push the body, while another person on shore pulled a rope to drag the&nbsp;fish&nbsp;out. The ferry staff reported being exhausted due to the thick silt and the immense weight of the animal. The&nbsp;rescue team members&nbsp;immediately joined the effort to move the&nbsp;fish, successfully freeing it from the muddy marsh. Once released, the sunfish swam toward the Tamsui River estuary on its own. The APO pointed out that the Ocean Sunfish (Mola mola) has a unique appearance, with adults typically weighing between 247 and 1,000 kilograms. As a large pelagic species, its appearance at Guandu Pier is exceptionally rare, and the rescue operation drew a significant crowd of onlookers.</p><p>The APO added that Taipei&rsquo;s animal rescue services remain available 24 hours a day. If citizens find injured wildlife, stray animals, or lost pets, they should call the 1959 Animal Protection Hotline immediately. The APO will dispatch personnel for rescue and placement based on the specific condition of the animal. Citizens can also use the Taipei City Government Line@ for instant reporting. To enhance the quality of care for animals housed in animal shelters, the Taipei City Animal Protection Office has dispatched staff to participate in animal medical assistant training programs to strengthen the professional competencies of animal care personnel and further promote animal welfare.</p><p>The Taipei City Animal Protection Office stated that, in order to improve the quality of animal medical services nationwide, the Ministry of Agriculture issued the Regulations Governing Certification of Animal Medical Assistants and Accreditation of Certification Bodies in 2023 and, in 2024, accredited the Taiwan Veterinary Medical Associations as the certification body. Since 2025, individuals have gradually obtained certification as animal medical assistants. To provide better care for elderly or ill shelter animals, the Taipei City Animal Protection Office has proactively arranged for staff to attend animal medical assistant training courses. The training content includes basic veterinary medicine, pet care and nursing techniques, pharmaceutical support tasks, and animal welfare. This is intended to enhance relevant professional skills and provide stronger support to veterinarians. Those who wish to become animal medical assistants and contribute to animal medical care must complete the designated training courses and examinations, obtain certification from an accredited certification body, receive a certificate of qualification, complete registration, and obtain an identification badge. Through continuous monitoring of population distribution and dynamics, Taipei City has confirmed that, as of 2025, no breeding records or aggregation sites of the species have been observed within the city. This marks the official achievement of zero breeding records, making Taipei City the first municipality in Taiwan to reach this invasive species control milestone. The outcome clearly demonstrates the effectiveness of systematic management and cross-agency cooperation between central and local governments.</p><p>According to the Animal Protection Office, the Egyptian Sacred Ibis lacks natural predators in Taiwan and possesses strong reproductive capacity. Once its population expands, it can easily compete with native bird species for food and habitat resources, posing significant threats to Taiwan&rsquo;s ecosystems and biodiversity. Since 2020, the Office has implemented targeted management measures in high-risk areas such as rivers, wetlands, and coastal waters. These efforts integrate population monitoring, field surveys, and reporting mechanisms to systematically track population changes, while maintaining close coordination with central authorities. As of December 31, 2024, a total of 274 Egyptian Sacred Ibises had been removed. Surveys conducted in 2025 have further confirmed that both breeding records and aggregation sites have been completely eliminated. The Animal Protection Office will continue to strengthen dynamic tracking and monitoring through cross-agency collaboration to prevent re-invasion, ensure the sustainability of control results, and safeguard the natural habitats essential to the survival of native wildlife in Taipei City.</p><p>The Animal Protection Office also noted that it regularly plans and conducts training courses and educational programs related to the monitoring and management of invasive animal species. By integrating scientific monitoring with ecological education, these initiatives aim to enhance public understanding of the potential impacts that invasive species may have on local ecosystems. The public is also urged not to release or abandon animals at will, as such actions may violate relevant provisions of the Animal Protection Act.</p><ul><li><a class="fancybox-buttons" rel="fancybox-thumb" title="Figure 1. To celebrate the launch, Chun-An Chen, commissioner of the Department of Economic Development, Taipei City Government, symbolically unveiled the facility like opening a Christmas gift, announcing it ready for public use. The event attracted many pet owners and their dogs for a Christmas costume parade and the &ldquo;Christmas Stocking Treasure Hunt.&rdquo; On-site services included rabies vaccinations and pet registration, providing convenience for responsible pet care. Additionally, participants enjoyed a pop-up coffee tasting, and joined Facebook check-in giveaways, fully experiencing the lively pet-friendly atmosphere.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; Commissioner Chun-An Chen shared that Taipei City is committed to increasing outdoor spaces for dogs, having already established 22 designated dog parks. Developing the Dunbei Park Dog Off-Leash Area required extensive community coordination due to limited urban land. It is the second dog exercise space in Songshan District, after Yingfeng Dog Park, offering owners a newer and more convenient location near home. He added that the City continues to seek additional green spaces where dogs can run freely. A new dog park in Baohu Community, Neihu District is approved and scheduled to open next year, further expanding pet-friendly options.</p><p>&nbsp; &nbsp; &nbsp; &nbsp; To celebrate an early Christmas, the Animal Protection Office hosted the &ldquo;Dunbei GO Christmas &ndash; Cute Pet Costume Show&rdquo; today (Nov. 30) at the launch of the Dunbei Park Dog Off-Leash Area. Owners and pets dressed up in festive outfits to walk the runway, take photos, and participate in playful challenge games such as &ldquo;Go-Go of Destiny&rdquo; and the &ldquo;Christmas Stocking Treasure Hunt.&rdquo; Through fun activities and interaction, participants also learned useful knowledge about caring for their pets. The Animal Protection Office noted that visitors can reach the park via 「dog-friendly bus」 such as the Route 262 shuttle bus that now stops at the &ldquo;Fujin Street Entrance,&rdquo; just a short walk away. The park is a shared space for both large and small dogs and features bench seating, washing stations, dog-waste bag dispensers and waste bins. Owners must leash or secure dogs before entering and after leaving the dog park and supervise them at all times for safety. The cat appeared to be lost, so they reported it to the Taipei City Animal Protection Office (TCAPO), which subsequently rescued the cat and transferred it to the Taipei Animal Shelter for care. After reviewing the pet registration records, TCAPO confirmed that the registered owner had passed away and no family members were able to assume care. The cat, named Fenda, was made available for adoption on September 2. After about one month at the shelter, Fenda successfully found a new family and has begun a warm new life&mdash;demonstrating the spirit of &ldquo;Let Love Continue.&rdquo;</p><p><br></p><p>TCAPO noted that the Taipei Animal Shelter currently houses around 360 cats awaiting adoption, including about 20 orange tabby cats, a popular breed. However, each cat has a different personality and may need time and preparation before adoption. Thanks to the recommendation and matchmaking efforts of shelter volunteers, Fenda&mdash;affectionate, lively, and unexpectedly turned into a stray&mdash;found a home where he truly belongs. Weighing 6 kilograms and estimated to be 7 years old, Fenda was initially anxious and curled up due to the unfamiliar environment. With patient care and guidance from volunteers, he soon relaxed and revealed his friendly nature. Before adoption, Fenda completed neutering, deworming, vaccination, and tested negative for Feline AIDS (FIV) and Feline Leukemia (FeLV) and became a healthy and loving companion ready for a new home. The <strong>Taipei City Animal Protection Office (TCAPO)</strong> reports that just in <strong>August of this year (2025)</strong>, they rescued two dogs that ran off after being startled by thunder. Luckily, the owners got them back safe and sound. However, since the pets were out without supervision, the owners broke the <strong>Animal Protection Act</strong> and each had to pay a <strong>NT$3,000 fine</strong>.</span></p><p style='margin:0cm;font-size:16px;font-family:"Calibri",sans-serif;margin-bottom:12.0pt;line-height:115%;'><span style='font-family:"Arial",sans-serif;color:#1B1C1D;'>The TCAPO explained that loud noises&mdash;like a sudden clap of thunder or the sound of fireworks during a festival&mdash;can make dogs very anxious and cause them to panic and run. When dogs get lost, they can end up roaming the streets, getting hurt, or even putting their lives in danger. For instance, on August 5th, a wet Shiba Inu wearing a collar suddenly rushed into a guard booth at an apartment complex in Shilin District to get out of the rain. The guard confirmed the dog wasn&#39;t a resident&#39;s pet and called the <strong>1959 animal protection hotline</strong>. TCAPO staff took the Shiba Inu to the <strong>Taipei Animal Shelter</strong>. The next day, when the owner picked up the dog, they said the dog is usually kept in the garage but must have been terrified by the thunder, yanked hard on the leash, and escaped.</span></p><p style='margin:0cm;font-size:16px;font-family:"Calibri",sans-serif;margin-bottom:12.0pt;line-height:115%;'><span style='font-family:"Arial",sans-serif;color:#1B1C1D;'>Separately, on August 20th, a resident in Datong District found a yellow mixed-breed dog that had wandered into their house. They called the police, and the TCAPO took the dog to the shelter and notified the owner. The owner explained that this dog has become especially <strong>scared of thunder</strong> in the last couple of years. That day, it was having a drink of water by the front door when the thunder suddenly roared. The dog panicked, ran out of the house, got disoriented, and ended up at a neighbor&#39;s place. The TCAPO also mentioned a tragic case from last <strong>June (2024)</strong> where a dog, frightened by the thunder, tried to jump out a window and sadly fell to its death from the 6th floor.</span></p><p style='margin:0cm;font-size:16px;font-family:"Calibri",sans-serif;margin-bottom:12.0pt;line-height:115%;'><span style='font-family:"Arial",sans-serif;color:#1B1C1D;'>The TCAPO shared these stories to remind pet owners: you never know when an accident will happen, so you need to take extra precautions to keep your pet safe. When you take your dog out, always <strong>check that the leash is secure</strong>, and at home, be careful to manage your doors and windows. As of the end of May this year, the shelter houses more than 370 cats, greatly increasing the need for larger activity spaces. To meet this demand, TCAPO redesigned two cat rooms by removing metal cages and adding climbing platforms and hiding spaces, allowing cats to move about freely in an open-space design. Volunteers are stationed onsite daily to guide visitors, facilitate interaction, and help them find the most suitable companion to take home.</p><p><br></p><p>Each of the two newly renovated cat rooms can house up to 44 cats. Some cats remain in cages temporarily while adjusting to the environment, receiving daily behavior observation and care from volunteers. Outside the cages, an open interaction area currently accommodates around 20 cats that, through long-term volunteer socialization, have developed stable temperaments suitable for close interaction with visitors. To create an environment aligned with feline natural behaviors, the interaction area features multi-level climbing structures, scratching boards, and hiding spots, supporting exploration, climbing, and resting&mdash;enhancing both animal welfare and adoption readiness. Volunteers are present daily to assist visitors, providing guidance and ensuring hand hygiene, disinfection, and shoe-cover replacement before entry, helping reduce disease transmission and protect the health of the cats.</p><p><br></p><p>To encourage public visits and adoption, TCAPO offers a range of convenient services. The shelter operates a free &ldquo;Adoption Service Taxi&rdquo; offering short-distance transportation. Visitors arriving in pairs, or those completing adoption on the same day, may reserve two-way shuttle service between the shelter and MRT Nangang Exhibition Center Station, Nangang Station, and Donghu Station. Neglecting a pet&rsquo;s well-being, resulting in illness or even death due to cold exposure, can lead to fines of up to NT$75,000. In severe cases, owners may face criminal liability.</p><p>&nbsp;</p><p>According to Article 5, Section 2 of the Animal Protection Act, pet owners must provide a suitable living environment with appropriate temperatures based on the species, age, and physical needs of their animals. For example, rabbits thrive in temperatures between 15&deg;C and 25&deg;C, while hedgehogs, which are sensitive to cold, require a range of 24&deg;C to 29&deg;C. Pet owners should carefully assess these needs and prepare a proper environment before adopting pets to help them adjust to different weather conditions.</p><p>&nbsp;</p><p>The Taipei City Government has set regulations requiring the use of heating equipment if the temperature in an animal&rsquo;s living environment falls below 10&deg;C. Failure to comply may result in a NT$2,000 fine. In 2024, the Office conducted routine inspections of pet food available on the market and found two out of 100 products tested to contain excessive heavy metal content. The issue has been handled in accordance with Animal Protection Act, and the businesses involved have been supervised to complete the recall and disposal of the affected products.</p><p>TCAPO noted that pet owners have increasingly focused on the hygiene and safety of commercial pet food in recent years. In response, the office has intensified on-site inspections and random sampling of pet food, working with professional laboratories for testing. Last year (2024), 100 pet food products were inspected, including 33 canned foods, 37 dry foods, 7 wet foods, 5 snacks, 4 fresh raw foods, 5 dental chews, 6 dairy products, and 3 nutritional supplements. A total of 375 tests were conducted for pathogens and harmful substances. The results revealed that one dry food product and one seaweed-containing nutritional supplement exceeded permissible heavy metal levels, violating Article 22-4 of the Animal Protection Act. TCAPO imposed a fine of NT$50,000 and supervised the recall and disposal of the products. One of the products, produced by an out-of-region company, has been referred to the relevant local authority for further action. Last year, the Ministry of Agriculture collaborated with local governments to conduct special inspections of pet foods such as freeze-dried and fresh raw products. Some items tested positive for Salmonella. Pet owners are reminded that improper food storage can lead to bacterial growth, which may cause health issues such as diarrhea in pets.</p><p>TCAPO reported that 158 pet food products were randomly checked last year for labeling and reporting compliance. Among them, 30 products were found to have non-compliant or unreported labeling issues. All violations have been addressed in accordance with the Animal Protection Act. TCAPO also urges the public to check that packaging includes clear and complete Chinese labeling to protect their rights. Additionally, if pet food labels or advertisements are found to be false or misleading, exaggerating effects, leading to misunderstandings, violators may be fined between NT$30,000 and NT$150,000 under the Animal Protection Act. This year, 43 businesses in Taipei received top-tier ratings, while 69 were rated as Grade A. An impressive 80% of businesses achieved excellent ratings, providing the public with reliable references when purchasing pets or seeking pet hotel services.</p><p>The Taipei City Animal Protection Office stated that this year&rsquo;s evaluation of specific pet businesses in Taipei was conducted by a committee of seven members, including representatives from animal protection groups, experts, scholars, industry representatives, and impartial public figures. From September to October, the committee visited business sites to assess facilities for pet care or exhibition, pet welfare practices, compliance with animal protection policies, and consumer protection measures. To express gratitude to Vetnostrum Animal Health Co., Ltd. for adopting the Meiti Dog Park in Zhongshan District in support of this initiative, the Taipei City Animal Protection Office held an adoption ceremony today December (3rd). Mayor Chiang Wan-An presented a certificate of appreciation to the company, recognizing its efforts and hoping to set an example that inspires more businesses and organizations to collaborate in shaping a new era of pet-friendly spaces.</p><p><br></p><p>Mayor Chiang Wan-An stated that Taipei City is the only municipality in the country to allow private organizations to adopt dog parks, marking a groundbreaking initiative. With the assistance of the police, TCAPO reviewed the surveillance footage around the area and identified the man who abandoned the birds.</p><p><br></p><p>According to TCAPO, a citizen discovered the cage of approximately 16 birds left in Taipei Cinema Park on July 3rd. Initially, it was assumed that the owner had forgotten to take them, but since the owner did not come forward, the citizen reported the situation to the animal protection office on July 4th. To identify the person responsible for this illegal act of animal abandonment, TCAPO reviewed surveillance footage from six locations along the route. On the police surveillance footage, a male owner carrying the bird cage was seen renting a YouBike from a rental station on the 50th lane of Xining South Road. He then rode to Emei Street and entered the movie park, where he abandoned the cage. The animal protection office obtained the rental information from YouBike to track down the individual involved and subsequently interviewed him. The individual claimed that he couldn&#39;t sleep because the newly purchased birds made too much noise at night, so he decided to abandon the entire cage in Taipei Cinema Park, assuming someone would find and adopt them.</p><p><br></p><p>TCAPO emphasizes that no matter the reason, pet owners should never arbitrarily abandon their animals. If they cannot care for the animals until their old age, they should find a reliable new owner for them. Abandoning animals is punishable under Article 5, Section 3 of the Animal Protection Act, with fines ranging from NT$30,000 to NT$150,000. In the first half of the year, TCAPO inspected 67 pet food products, including dog and cat feed, canned food, snacks, and dairy products. TCAPO discovered 21 products with labeling deficiencies or undeclared information and have guided businesses for improvement within a set timeframe. Additionally, 45 pet food products were tested for harmful substances, and all results met the requirements of Animal Protection Act. &nbsp;</p><p>&nbsp;</p><p>TCAPO announced that they plan to monitor the hygiene and safety of pet food sold annually. Starting from July 1 this year, the new &ldquo;Principles for Identifying False, Exaggerated, or Misleading Pet Food Labels and Advertisements,&rdquo; established by the Ministry of Agriculture, have come into effect. In the second half of the year, inspections will be intensified to ensure that pet food advertisements and labels do not contain therapeutic claims or exaggerated, false information. In 2023, TCAPO found that a business had labeled its dog food with claims that it could &ldquo;promote defense and wound healing,&rdquo; This was deemed a violation of Article 22-5, Paragraph 2 of the Animal Protection Act for making exaggerated and false claims. As a result, the business was fined between NT$30,000 and NT$150,000.&nbsp;</p><p><br></p><p>TCAPO reminds pet owners that while pet food can provide necessary nutrition, it cannot cure disease. If your pet has health problems, it&rsquo;s important to consult a professional veterinarian. These sessions will be held every Wednesday, Saturday, and Sunday from 9:10 AM to 12:10 PM or 2:00 PM to 5:00 PM on trails frequented by macaques in Beitou, Neihu, and Wenshan districts. Additionally, five special sessions will be held in collaboration with the Yangmingshan National Park Headquaters Administration along the Xia-Cigu section of Yangmingshan&#39;s Macao. The event featured summer exercises and water dance appreciation activities. At least 60 pet owners and their furkids registered to participate in the pet fun competition, attracting many enthusiastic pet parents and their furkids. Additionally, there were 100 free rabies Vaccines slots available on-site, allowing the pets to complete their annual health and vaccination requirements promptly.</p><p><br></p><p>Chen Jun-An, Director of the Department of Economic Development, Taipei City Government, stated that Taipei City already has 21 dedicated dog activity spaces, allowing pet parents and their furkids to interact safely within the parks. These spaces are categorized into three types based on pet owners&#39; needs: &quot;Training,&quot; &quot;Energy Release,&quot; and &quot;Family Fun.&quot; To coordinate with the 2024 Taipei Water Dance Festival, the Taipei City Animal Protection Office especially chose the nearby Zhumei Dog Off-Leash Area to hold the &quot;Furkids Summer Party&quot; event. Through recreational equipment and interactive activities, pet owners and their pets could enjoy fun interactions and experience the dog activity area. Starting this year(2024), a cash incentive will be offered to those who adopt pets from the Taipei Animal Shelter and voluntarily purchase pet insurance. Applications for the incentive will be accepted from today until December 20<sup>th</sup>, with a subsidy limit of NT$3,000 per pet. Owners who have previously received assistance in purchasing insurance or have received voucher rewards from the Animal Protection Office are also eligible to apply if they purchase new insurance or renew their insurance this year. The subsidy is limited to one payment per pet.</p><p>&nbsp;</p><p>The Animal Protection Office promotes responsible pet ownership and awareness of pet insurance. In 2017, the Office took the initiative to promote pet insurance for adopted animals in Taipei, and since 2011, it has been incentivizing pet owners to purchase insurance by rewarding them with supermarket gift certificates. This initiative has led to 196 pet owners insuring their pets and receiving NT$1,500 worth of gift certificates. During this period, there was public feedback suggesting a shift towards cash rewards instead of vouchers to subsidize insurance premiums. In response, the Animal Protection Office actively incorporated public opinions into planning the pet insurance incentive measures. As a result, they have implemented cash subsidies this year. Pets adopted from the Taipei Animal Shelter are eligible for the subsidy if they have been spayed or neutered, received the rabies vaccination, and their pet insurance is still valid. The subsidy is limited to one payment per pet, and the amount will be based on the actual insurance premium paid, with a maximum subsidy of NT$3,000. Moreover, individuals who have adopted pets from the Taipei Animal Shelter through various channels facilitated by the Animal Protection Office, such as the TAS &ldquo;Love Fills the House&rdquo; initiative or the subsidy program for private adoption and care for shelter dogs and cats, are also eligible to apply. The annual deadline for submitting applications is December 20th. Applicants who miss this deadline but have valid insurance coverage may reapply in the following year.</p><p>&nbsp;</p><p>The Animal Protection Office also states that owners of adopted animals can apply in person at the Taipei Animal Shelter counter or submit their application documents by mail to the Animal Protection Office. The TCAPO quickly coordinated with the Taipei Metro company to send personnel to the scene for a joint rescue operation. The gem-faced civet was successfully rescued and transported to a contracted animal hospital for examination and care. The TCAPO reminds the public to report any animals in need of rescue by calling the 1959 animal protection hotline, so that timely assistance can be provided by the office.</p><p>&nbsp;</p><p>On February 26th, staff from the Taipei Metro company discovered a gem-faced civet that had entered the gap between the tracks. As it was during operating hours and uncertain whether the civet was injured, it was the first time the TCAPO received a report regarding the rescue of an animal on the metro tracks. They immediately dispatched personnel to assess the environment and plan the rescue operation. The Taipei Metro company also provided a crane for support. After the personnel from the TCAPO used the crane to investigate the animal&#39;s whereabouts on the elevated metro bridge, they found the distressed gem-faced civet hiding in a crevice. To ensure the safety of both the metro trains and the wildlife, the TCAPO used a blowpipe to anesthetize the civet and placed protective sheets on the ground to safely catch the temporarily unconscious animal. The civet was then given proper medical care. Taipei City Animal Protection Office (TCAPO) specifically reminds the public to refrain from receiving, purchasing online, or bringing pork products from African swine fever-endemic areas into the country. Violations may result in fines starting from a minimum of NT$200,000 under the Statute for Prevention and Control of Infectious Animal Diseases. Repeat offenders could face a heavier penalty of NT$1 million. It is very important that the public familiarizes themselves with these regulations to avoid legal consequences.</p><p>&nbsp;</p><p>TCAPO emphasizes its commitment to preventing the entry of African swine fever pathogens through illegal meat imports by implementing comprehensive X-ray inspections on all checked baggage and carry-on items from high-risk regions at airports and ports. Over the last three years, African swine fever has affected nearby countries, including Mainland China, Vietnam, Cambodia, the Philippines, South Korea, Indonesia, Malaysia, Thailand, Singapore, Bangladesh and so on. It is essential for the public to exercise heightened caution when considering travel to these countries. Given the highly contagious nature of the virus, if individuals inadvertently introduce the virus into the country, it could have a devastating impact on the domestic pig farming industry. TCAPO stresses the importance of not illegally carrying or importing pork products from countries affected by African swine fever, either personally or through express and postal services. This is to prevent the potential invasion of detrimental overseas animal infectious diseases into our country. If people observe breeding behavior of the blue magpies, it is advised to be vigilant of the sky, consider taking alternative routes, or use hats and umbrellas to avoid being attacked. In the event of finding a fallen fledgling, it is recommended not to pick it up directly. Instead, maintain a safe distance and observe whether the parent birds are caring for it. If there is no parental care or if the fledgling appears injured, the public is encouraged to report it to animal rescue services by calling 1959 animal protection hotline.</p><p>&nbsp;</p><p>The Taipei City Animal Protection Office informs that the Taiwan Blue Magpie, also known as the Long-tailed Mountain Lady, is characterized by a black head, a red beak, and a dark blue body. Despite challenges such as unsuccessful bids and site assessments, the project planning has been revised this year, with a focus on four major goals: &quot;Friendly Shelter,&quot; &quot;Rehoming,&quot; &quot;Life Education,&quot; and &quot;Family Recreation.&quot; The future animal shelter will transform into a multifunctional adoption and life education center, moving beyond the traditional perception of a facility for housing and adopting stray dogs and cats. The budget for the new project is currently under review by the city council, and if approved, construction is expected to commence in June 2024, with completion anticipated by November 2026.</p><p>&nbsp;</p><p>The Taipei City Animal Protection Office has stated that the Taipei City Animal Shelter is the sole facility for stray dogs and cats in the city. Since the implementation of the &ldquo;no-kill&rdquo;&nbsp;policy in 2017, the number of animals in the shelter has steadily increased. In order to provide a better shelter environment, the Animal Protection Office has revised the design based on a new construction plan approved by the city council in 2022. The original site on Tanmei Street in Neihu has been repurposed for institutional use and incorporating the Animal Protection Office administrative office for enhanced operational efficiency. The future construction of the animal shelter will have the capacity to accommodate at least 1,300 dogs and cats. In particular, the design of the animal housing space has drawn inspiration from concepts used in shelters in Europe, the United States, and other countries. Consideration has been given to feedback from domestic and international animal welfare organizations, volunteers, and public opinion. The design addresses specific needs such as noise control, odor prevention, and air conditioning systems. Special emphasis has been placed on animal welfare and epidemic prevention, with efforts to minimize impact on the surrounding environment. Additionally, a rooftop dog playground will be installed to provide suitable exercise space for the dogs.</p><p>&nbsp;</p><p>The Animal Protection Office further emphasizes that the new construction project for the animal shelter is not just about a completely new design for hardware and facilities. The operational planning and software services will be executed with careful attention to detail. Future plans include the implementation of strategies to &quot;reduce the waiting time for animal adoption&quot; and &quot;increase the number of visitors to the animal shelter.&quot; Through the &quot;Friendly Shelter&quot; initiative, animals will be housed based on age, maintaining ventilation and creating a comfortable environment to enhance their chances of adoption. Today, on the 10th, TEH hosted the&ldquo;2023 Global Health Tech Connects Taipei&quot; at t.Hub, with the theme of Greater Health. 6 selected international startup teams, along with&nbsp;6&nbsp;Taipei startups, including Taipei Biotech Award-winning teams, have been invited to participate in this grand event. The teams &nbsp;presented their pitches to potential investors, increasing their exposure and collaboration opportunities. Mayor Chiang Wan-an especially attended the afternoon &quot;Demo Day Showcase&quot; to welcome this year&#39;s participating startup teams in Taipei.</p><p>&nbsp;</p><p>&nbsp; In his address, Mayor Chiang Wan-An highlighted his personal experience as a lawyer who once assisted startup teams in Silicon Valley. This experience has given him profound insights into the challenges that startups encounter, including fundraising, talent recruitment, market expansion, scaling, and internationalization. In response to these challenges, the city government has implemented new startup policies, such as &quot;investment funding,&quot; &quot;talent attraction,&quot; and &quot;facilitating transactions.&quot; Their objective is to reshape Taipei into a more startup-friendly city that provides support to both domestic and international startups, fostering a wide range of possibilities. Moreover, the mayor is enthusiastic about organizing international talent exchange activities to facilitate interaction and collaboration between international startup talent and Taipei&#39;s industries, thereby expanding opportunities for retaining international talent and promoting industry cooperation.</p><p>&nbsp;</p><p>&nbsp; In addition to welcoming the selected international teams to Taipei for this exchange, Mayor Chiang expressed his special gratitude to the attending industry leaders. He mentioned that the Taipei City Government will continue to support various international startup initiatives. They hope that through collaborative efforts with businesses and startup partners, they can jointly explore international markets and strengthen the connections between Taipei and the world.</p><p>&nbsp;</p><p>&nbsp; During this year&#39;s TEH Global HealthTech Connects Taipei event, five experts from the Greater Health industry, representing various countries, were invited to Taiwan to share their valuable insights. The distinguished experts included Dr. Ali Asgar Saleem Bhagat, the Director of the Singapore Health Technologies Consortium; Jingming Chew, co-founder of the Singapore-based biotech company Auristone; Sheng-Hung Lee, a researcher at the Massachusetts Institute of Technology (MIT) AgeLab; Dr. Yoshihiro Takemoto, a professor at Japan&#39;s University of Tsukuba; and Dr. Akira Taniguchi, a professor at Nara Medical University. Their discussions spanned topics such as health industry resources in different countries, Taipei&#39;s startup resources, and emerging trends in digital health. The primary goal of this exchange was to provide participants with a deeper understanding of Taipei&#39;s future developments in the healthcare industry and the directions that health tech startups are taking. Ultimately, this exchange aimed to create opportunities for collaboration between the parties involved.</p><p>&nbsp;</p><p>&nbsp; At the afternoon Demo Day Showcase, international teams seized the opportunity to showcase their research and development accomplishments. This platform allowed investors to gain insights into the milestones each team intends to achieve within their respective developmental stages. For instance, Iflowtech from Singapore presented their ambitious plan for a potential public listing between 2028 and 2030, underscoring their commitment to sustainable growth. Furthermore, the Taipei Veterans General Hospital&#39;s Medical Research Department, honored with the Taipei Biotech Award&#39;s Cross-Domain Excellence Award this year, demonstrated Taiwan&#39;s expertise in semiconductor biomedicine chips and automation technology for stem cells. Their presentation highlighted advancements in regenerative medicine and personalized healthcare applications.</p><p>&nbsp;</p><p>&nbsp; The Taipei City Government&#39;s Department of Economic Development has stressed the significance of attracting international startup teams possessing key technologies and research and development capabilities. This focus on supporting local industry technology cooperation and transformation is a major priority for the city government. In its pursuit of harnessing innovative entrepreneurial energy as a driving force for Taipei&#39;s city diplomacy, the Taipei City Government established the &quot;Taipei Entrepreneurs Hub&quot; (TEH) as the official brand for the startup community in 2021. Actively fostering connections with global startup ecosystem resources, TEH has organized diverse field exchange activities spanning various industries and time zones. Its mission is to offer the most comprehensive guidance and abundant resources to the entrepreneurial community. As of September 2023, a total of 126 international startup teams from 39 countries have been selected to participate in this initiative, with 16 of them choosing to establish a presence in Taipei. Furthermore, during this year&#39;s event, the city government hosted the Taipei Int&rsquo;l Startup Festival in collaboration with private organizations. This included a series of entrepreneurial activities and exhibitions designed to welcome startup teams and encourage them to explore diverse opportunities within Taipei.</p><p><br></p><p>In the future, the Taipei City Government will continue to collaborate with startup partners and businesses to explore potential future collaborations.
