The regulations and charges for natural gas installation

  1. Concerning natural gas installation and alteration, according to “Guideline Governing Charges of Public Natural Gas Enterprises for Users’ Pipeline and Device Installation” (No.10004604570) announced by the Ministry of Economic Affairs (MOEA) on Aug. 1, 2011, the regulations allow four local natural gas companies to charge applicants fees for the installation of natural gas pipelines and devices, which include: (1) Meter installation and connection fee: 200 NTD for households under grade 5 and 500 NTD for commercial and service industry users. (2) Quotation and design fee: 100 NTD for households under grade 5 and 500 NTD for commercial and service industry users. (3) Inside pipe drawing review fee: 260 NTD (charging only public natural gas guide pipe installation businesses). (4) Inside pipe inspection fee: 260 NTD (charging only public natural gas guide pipe installation businesses). (5) Main & branch pipeline subsidy. (6) Inside & outside pipe material fee. Inside and outside pipe material fees are charged in accordance with MOEA approved “Handbook of Installation Business Charges” and calculated based on pipeline length, pipe quantity, construction method, selected materials, pipe devices, etc., required for the project.

  2. With respect to the Main & branch pipeline subsidy, the following conditions have to be met, and a written agreement is signed by the user and the natural gas business. A part of main and branch pipeline construction fee must be borne by the user.
    1. No existing natural gas pipeline networks are available in the applicant’s area.

    2. According to a reasonable estimation, the cost of pipeline construction cannot be covered by usage charges during the service life.

    3. The amount of main & branch pipeline subsidy and charging methods should be reconfirmed by applicants or users in written form.

  3. Concerning the installation sites of pipelines and facilities, the gas company should not start the construction before applicants obtain the permission of owners or related stakeholders.
