1. Empowering the ecosystem for entrepreneurship and innovation, developing corridors for the science and technology sectors, and strengthening our promotion of international connections and investment.

2. Advocating for smart power consumption, developing a sustainable and healthy urban agriculture sector, and constructing an animal-friendly city.

3. Optimizing and revamping traditional markets, and creating a welcoming, healthy and sustainable high-quality business environment. 


III. Policy priorities 

1. Consolidating government resources to support the expansion of startups by providing a range of channels to access capital, enhancing international connections, and establishing startup incubators; assisting private enterprises in achieving digital transformation and operational resilience to enable the exploration of new business opportunities; and reinforcing cross-border E-commerce incubation and promoting industrial upgrades and transformation to boost economic and trade opportunities around the globe.

2. Driving the formulation of high-tech clusters and facilitating advancements and innovation to establish corridors for the technology industry; supporting the transformation of small and medium enterprises to enhance industrial competitiveness; and increasing the presence of private enterprises in the global market by fostering an investment-friendly environment in Taipei through the development of international connections and promotion of investment.

3. Making agile elaborations to the Taipei City Energy Conservation Policy and the Taipei City Circular City Promotion Plan initiatives while promoting the use of renewable energy sources to increase the efficiency of green energy consumption; creating a safe environment for the use of natural gas by strengthening supervision of operations and management of public natural gas enterprises as well as upgrading delivery and storage equipment and improving safety maintenances; guiding the establishment of new hot spring businesses, optimizing overall scene of hot spring areas and ensuring the efficient utilization and management of hot spring resources.

4. Increasing farmers’ incomes and establishing a safe food and agricultural environment through the promotion of specialty products and quality improvements; collaborating with private organizations and farmers’ associations to make improvements to the quality of service provided at farmer’s markets; enhancing promotional efforts for community gardens and urban greening to bolster the economic value of urban agriculture.

5. Establishing a safe, convenient, and optimal environment for commercial activity, facilitating the digital transformation and E-commerce efforts of the various business districts, increasing their charms and improving their features for the purpose of promoting the city’s specialty industries, increasing industrial capacity, and developing distinctive sectors for Taipei City.

6. Continuing renovation projects for Taipei’s traditional markets to establish new landmarks; introducing modern, innovative business models, establishing self-management systems for stallholders and improving the quality of market environments, and promoting the comprehensive adoption of electronic payment methods; improving the corporate governance of the four major companies operating the agricultural products wholesale markets in Taipei City; increasing business opportunities for the city and providing citizens with a better shopping experience by reinforcing food safety measures and securing food supply chains through the promotion of food history registration, cracking down on illegal slaughter, and assisting stalls to impose self-management under applicable food safety regulations.

7. Accelerating the construction of the Taipei Animal Shelter , improving the quality of animal shelter accommodations to meet international standards on animal welfare; promoting and creating animal-friendly environments, medical systems, and transportation, and establishing an investigative team for animals other than dogs and cats; promoting life education programs on campus and establishing an adoption education mechanism to educate people about animal welfare and protection before they adopt an animal; and restoring wildlife habitats, improving nature park facilities, and enhancing the overall quality of ecological education.
